    The secretary must convene within 14 days, and notice runs at least 21 days, and the meeting must be held within 42 days of the request. Voting opens once the meeting is called.

By-laws are 29 Sandi Street's own rules about how the building is used. In Queensland they sit inside the community management statement, which can't be edited, so changing one by-law means recording a whole new statement, and that recording is what owners would be agreeing to. This by-law would require written approval before anyone keeps or brings an animal onto a lot or the common property. Approval can't be unreasonably refused, and guide, hearing and assistance dogs can't be restricted. It needs a special resolution at a general meeting, and nothing binds anyone until the registrar records the new statement.
